MINUTES <br />CITY COUNCIL <br />JUNE 25, 2014 <br />from someone teaching piano lessons from their home. The City Planner <br />indicated that the ordinance was written taking into consideration <br />traditional home occupations such as piano lessons. Blesener suggested <br />that perhaps the City's home occupation ordinance should be reviewed <br />and updated. The City Planner indicated that some cities have ordinances <br />which allow one employee under permitted home occupations. <br />Heather Lindberg, 2310 Stephani Court, indicated that she did some <br />research and some cities do allow a home occupation with one employee <br />as a permitted use. She also noted that her husband operated the home <br />occupation at 2310 Stephani Court for 16 years, with her involvement in <br />the business for the past 13 years. Lindberg reported that she and her <br />husband were graduates of the U of M's Master's Program in Human <br />Resources, and she likes to utilize a student from that program in a part- <br />time employment capacity. She indicated that the employee would work <br />10 hours per week when school is in session and 2 %z days per week during <br />summer months. Lindberg reported that the nature of the business is that <br />compensation studies are done the first 9 months of the year. <br />Jim Windberg, Cobblestone Village, reported that he had no objection to <br />the SUP. He noted that the business deals with intellectual property and <br />there is no product being manufactured, etc. that would cause a <br />disturbance in the neighborhood. Windberg pointed out that a home <br />occupation conducted by a hair stylist would be more disturbing to the <br />neighborhood than the office use operated by Lindberg. <br />Larry Gaalaas, Cobblestone Village, reported that he is on the Association <br />Board and noted that the Board sent in a letter stating it has no objection to <br />the SUP. Gaalaas reported that the Board has some work to do with its <br />association rules on this subject, but stated that he was glad the Mayor <br />acknowledged that this those association rules were not a City issue. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Boss, seconded by Keis, the public hearing was closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-6-102 — APPROVING A SPECIAL USE <br />PERMIT FOR A HOME OCCUPATION FOR A HOME OFFICE <br />WITH A PART-TIME EMPLOYEE AT 2310 STEPHANI COURT AS <br />REQUESTED BY HEATHER LINDBERG BASED ON THE <br />FINDINGS THAT THE BUSINESS HAS BEEN ON-GOING FOR <br />THE PAST 16 YEARS, HAS HAD TWO PEOPLE WORKING IN THE <br />4 <br />
