MINUTES
CITY COUNCIL
JUNE 25, 2014
The Planner noted that dock 86 is currently allowed the use of inflatables
for one event a total of five days. Hom is requesting 3 events a total of
five consecutive days per event.
With regard to outdoor events, the Planner noted that Dock 86 is allowed
20 individual events for a total of 65 days. Hom is requesting 30
individual events for a total of 120 days, to be shared by the three entities.
The Planner noted that currently Dock 86 has one pylon on their site with
is 54.4 feet high. He noted that under the Code, pylon signage in this area
is restricted to a maximum of 30 feet in height and 200 square feet in size.
He also noted that given this is a multi -frontage property, the site would be
allowed two pylons. Hom is requesting the ability to relocate the current
pylon sign closer to Country Drive and is requesting to retain the same
54.4 foot height. Hom is also requesting that the one pylon be allowed to
have 400 square feet of sign face. The pylon will have space for the three
retailers that will exist at this location plus a reader board. Keis asked
about the reader board. The Planner noted that the City does not regulate
the content of any reader board message, but does regulate timing.
The Planner further noted that Ilom is requesting to add an exterior
fenced -in area at the northeast corner of the building to display patio
furniture. They will also be replacing landscaping and add an irrigation
system.
The Planner noted that the site currently has three access points, and Hom
is proposing to close the middle one. The Planner noted that the Planning
commission requested that the access point on the curve be moved further
south. Hom indicated at the Planning Commission meeting that they
would look at that possibility.
The Planner noted that in his June 6, 2014 report he is recommending
additional tree planting near the building wall to support the architectural
improvements being proposed.
Wayne Johansen, Hom, appeared before the Council and reported on the
history of the property as well as the usage of this site as Dock 86, a week-
end furniture outlet and warehouse space. Johansen reported that the PUD
for this property was developed specifically to the Dock 86 concept. Hom
is now proposing to convert the space to a full-time furniture retail store
with some limited warehouse space. The space would be occupied by
Gabberts, Hom, and Dock 86. Johansen thought that the property would
then be the largest furniture complex in the Twin Cities.
6
