-Elf141I1% CE ASSOCIATES <br />TftU lioam <br />Memo <br />TO: Honorable Mayor & City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 18, 2014 <br />RE: Noel Drive Sidewalk <br />As indicated in the memo regarding the Water Tower valve and hydrant there will be <br />impacts to the existing walls as part of that work. As such we are requesting pricing <br />from the wall Contractor that will be on-site for relocation of the upper wall and <br />modification of the lower wall to accommodate the sidewalk. There are two variables <br />affecting the necessary wall work that we would like Council input on. The first is the <br />location of the north tie in and the second is the maximum grade for the sidewalk. <br />North Tie In Location <br />The attached exhibit shows some possible sidewalk routes and connection points. At a <br />minimum the sidewalk should be extended to the Gervais Mill Park parking lot. However <br />it is likely if the trail ends at the parking lot that sidewalk users would utilize the street to <br />access the trail on the west side of the creek instead of going through the park. <br />Therefore, it may be better to extend the sidewalk along Noel Drive to the bituminous <br />trail on the west side of Gervais Creek. However extending the sidewalk to the trail <br />would require removal or modification of the planting area just west of the parking lot. <br />Sidewalk Grade <br />In most cases we typically try to design all pedestrian facilities to current ADA standards, <br />which among other things require sidewalks to be installed at a maximum longitudinal <br />grade of 5%. With that being said there are sidewalks and trails in town that do not meet <br />that maximum grade standard due to what the existing topography and conditions would <br />allow. An example of that is the bituminous trail north of Little Canada Road just east of <br />McMenemy that goes down to Fire Fighters Trail. That section of trail was constructed <br />at 10%. <br />Modifications will be needed to the walls at the north end to allow a more gradual slope <br />into the parking lot and we would recommend a grade between 5-8%.
