MINUTES <br />CITY COUNCIL <br />JULY 16, 2014 <br />these areas might be acceptable provided that the concrete was a different <br />color. Naughton suggested that an offsetting color along with landscaping <br />around the building will maintain a good building appearance. Naughton <br />stated that he will have some discussions with the Architect on this option <br />and a recommendation will be brought back to the Council for <br />consideration. <br />There was discussion related to the fact that the cost of Hazardous <br />Materials Testing & Removal was about $20,000 over budget due to <br />increased vermiculite disposal costs and the fact that an additional <br />foundation structure was found once demolition started. <br />Naughton noted changes that were made relative to fencing, changing the <br />height to 6 feet rather than 8 feet and the material to galvanized rather than <br />vinyl coated. The consensus of the Council was that as the project <br />progresses, final decisions will be needed on the height and type of <br />fencing in various locations on the site. It was further noted that <br />landscaping along areas of the fencing will also be a factor in making <br />these decisions. <br />McGraw asked how much the Construction Manager feels will be saved in <br />doing value engineering. Corbett estimated 2%. Naughton stated that he <br />was hesitant to provide a number, but indicated that they will work hard to <br />try to achieve a savings. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-7-131—REJECTING THE BID OF <br />FRATTALONE COMPANIES FOR EARTHWORK, UTILITIES & <br />CONCRETE CURB AND GUTTER FOR THE PUBLIC WORKS - <br />PARKS MAINTENANCE FACILITY PROJECT IN THE AMOUNT <br />OF $386,500 GIVEN THAT ONLY ONE BID WAS RECEIVED FOR <br />THIS WORK AND THAT BID IS SUBSTANTIALLY OVER <br />ESTIMATE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019-7-132 —AWARDING THE FOLLOWING <br />BIDS FOR THE PUBLIC WORKS -PARKS MAINTENANCE <br />FACILITY PROJECT: <br />3 <br />
