MINUTES <br />CITY COUNCIL <br />JULY 16, 2014 <br />Dick Naughton reported that once bids are awarded, James Steele <br />Construction will start value engineering discussions with the low bidders. <br />He also indicated that all the qualified low bidders are good contractors. It <br />was noted the varying number of bids that were received for each of the <br />components, and Corbett reported on the publication of the bid request in <br />four different exchanges, that bid request invitations were sent to 160 <br />different contractors, and 110 phone calls were made to contractors. <br />Corbett indicated that in some cases contractors did not submit bids as <br />they had work scheduled out through the end of the year. It was again <br />noted that all project components estimated to be under $100,000 have <br />been put out for quote. <br />With regard to the bid received for "Earth Work, Utilities, Concrete Curb <br />and Gutter", Corbett noted that only one bid was received and it is <br />approximately $150,000 over estimate. Corbett and Naughton, therefore, <br />recommended that this bid be rejected and the work separated into three <br />components and put out for quote. "There was discussion of the fact that <br />the earthwork is the first step in the construction process, and the Council <br />asked the recommended approach would delay the project. Corbett felt <br />that they would be able to obtain quotes for the earthwork within the next <br />few days, with action on those quotes to occur at the next Council <br />meeting. Quotes for the Utilities and Concrete Curb and Gutter would <br />soon follow. <br />The City Administrator pointed out that the master budget for this project <br />includes $100,000 in contingencies. He pointed out that with the low bids <br />received and estimates of remaining items, the project will be into the <br />contingency budget by $70,000. Naughton again noted that once the bids <br />are awarded, they will start the value engineering process, so it is hoped <br />that some dollars will be recovered as part of that process. Keis asked <br />about the cost exceeding the bid amounts. Naughton replied that the price <br />will not go up unless the City changes the project scope. Keis asked about <br />unforeseen circumstances. Naughton stated that the only area that had that <br />potential was with soil conditions, but noted that soil borings have been <br />done. Corbett stated that he was confident with the project plans and <br />specs that the Architect did not miss anything. He also noted that with <br />value engineering a cost savings might be realized, but the project will <br />lose something in exchange. <br />Naughton suggested that one area where a significant cost savings could <br />be realized is elimination of the stone on the building. That is about a <br />$70,000 line item, of which there is about $30,000 in cost savings to <br />waterproof behind the stone. The Council looked at the areas where the <br />stone was proposed, and it was suggested that the use of prefab concrete in <br />2 <br />
