MINUTES <br />CITY COUNCIL <br />JULY 23, 2014 <br />Planner noted that the applicant was not present at the Planning <br />Commission to present the proposal. Therefore, the Planning Commission <br />recommended denial of the PUD Permit so that the application could be <br />passed on to the Council. <br />The Planner noted that the most recent two -unit proposal appears to meet <br />Zoning setback requirements based on the survey submitted. He noted, <br />however, that three garage spaces have been proposed for this two -unit <br />structure. The Code requires two off-street parking spaces per unit, which <br />this proposal provides. The Planner pointed out that it has been the <br />practice of the City to require two garage spaces per unit, which is not the <br />case in this proposal. The Planner noted that this is not a Code <br />requirement, however. <br />Tom McManus, Thomas Homes, appeared before the Council and <br />reported that their proposal for a duplex meets the City's setback <br />requirements and Shoreland Ordinance. McManus felt their proposal was <br />worthy of consideration and serves the needs of families that live together. <br />He noted that he understands the requirement that this housing be <br />restricted to individuals aged 55 and older. McManus indicated that the <br />proposal solves a series of problems for this property. These solutions <br />include a turn -around so that vehicles are not backing onto Little Canada <br />Road. The grade of the property will be brought up to Little Canada Road. <br />The proposed duplex will have the appearance of a large estate -style <br />home. He noted the Planner's comments about the City's practice of <br />requiring two garage stalls per living unit, and indicated that they are <br />proposing three garages as they felt four garages in the front of this duplex <br />would have the appearance of a convenience store. McManus indicated <br />that they would like the house to have a residential appearance. McManus <br />pointed out that the house would be owner -occupied with the owner <br />occupying one unit and renting the other unit to a relative that might <br />require some care. He noted that this concept allows for care of a relative <br />while maintaining separate living quarters. McManus stated that this <br />living concept has been successful in other communities. McManus stated <br />that he hoped this proposal could be a contribution to the City and asked <br />for PUD Permit approval. <br />Montour asked for clarification of the ownership. McManus indicated that <br />the house may be occupied by parents living with children or a <br />combination of related people. He noted that there are situations of <br />parents living with children in single-family homes. This concept allows <br />for separate living quarters. <br />Keis asked if there would be a separate entrance for each unit. McManus <br />replied that there would be.
