The subject site is occupied by two retail center <br />buildings (the Thunder Bay and Round Lake Plazas). The restaurant / bar is proposed <br />to occupy most of the easterly building which measures approximately 15,000 square <br />feet in size. <br />Previous retail center occupants of the easterly building include small cafe, service, and <br />retail businesses. <br />In conjunction with the proposed interior conversion of the retail center to a <br />restaurant/bar use, the applicants have proposed a second story addition over <br />approximately half the building. The second story addition is to be "open to below" and <br />is intended to mimic the character of a French New Orleans restaurant/bar. In this <br />regard, no floor area is proposed to be added to the building. <br />The subject site is zoned PUD, Planned Unit Development and lies within the City's <br />Rice Street / Little Canada Road Architectural Review District. As a result, the <br />applicant's proposal is subject to both PUD Permit and architectural review. <br />ANALYSIS <br />Land Use Compatibility. As a PUD, the City has the ability to determine the <br />appropriateness of land uses proposed upon the subject site.
