Recognizing <br />the nature of the proposed use (including business hours) and that the site is bordered <br />on three sides by residential uses, question exists as to whether the site is appropriate <br />for a restaurant / bar use. <br />As part of the City's consideration of the PUD Permit, the applicant must demonstrate <br />that steps will be taken to mitigate all potential negative impacts upon bordering <br />residential uses. <br />Off -Street Parking <br />Site Plan. While the applicant has provided information related to off-street parking <br />demands generated by the proposed use, a site plan which illustrates <br />existing/proposed parking stall locations in relation to various site features has not <br />been provided. Consistent with the City's submission requirements for PUD Permit, <br />a site plan which illustrates not only off-street parking stalls, but all proposed site <br />features should be submitted for review. <br />Existing Parking Supply. The subject site is presently occupied by two retail center <br />buildings. The combined floor area of the two buildings is approximately 29,400 <br />square feet (14,400 sf west building + 15,000 sf east building). Presently, a total of <br />178 stalls exist to serve the two buildings. According to the Zoning Ordinance, <br />shopping centers are required to provide 5' parking stalls per one thousand <br />(1,000) square feet of gross leasable floor area. This equates to a parking supply <br />requirement of 161 parking stalls. In this regard, the provided parking supply <br />exceeds the minimum requirement for retail services by 17 stalls. <br />Parking Demand. Typically, off-street parking demand for restaurant / bar uses <br />exceeds that required retail commercial uses.
