Building Height. The retail center is single story and approximately 17 feet high (22 <br />feet to the accent parapet). The B-3 District permits buildings up to 36 feet in height, in <br />which case the proposed building would be compliant. The design guidelines suggest <br />that single story buildings exceed 14 feet in height at the roofline, in which case the <br />proposed building meets standards. <br />Parking. <br />Medical buildings are required to provide three (3) spaces plus at least one (1) space for <br />each two hundred (200) square feet of net floor area. The proposed building has <br />approximately 7,600 square feet of net floor area. Based on this requirement, the lot <br />must provide at least 41 spaces, equaling the proposed quantity on the site plan. . <br />Screening and Landscaping. <br />The architectural guidelines require sites to devote 20% of all parking areas to open <br />space. The zoning ordinance also provides standards for off-street parking <br />landscaping, including the requirement that a minimum 100 square foot landscaped <br />parking island be provided for every 15 parking stalls. Open space in the parking area <br />appears to meet the 20% requirement, given the layout of the property. <br />Tree lined alleys are encouraged along Rice Street. Additional tree planting should be <br />integrated in the landscaping design west of the parking area adjacent to Rice Street to <br />complement the shrub screening currently proposed. <br />Signage. The submitted building elevations illustrate areas for tenant wall signage on <br />the south and west sides of the building. According to the Architectural Guidelines, <br />buildings having frontage of 50 feet or more shall have a sign area not exceeding 1 ' <br />square feet per lineal foot of building frontage or 125 feet, whichever is less. The front <br />of the proposed building is 110 feet in length, in which case the building is allowed up to <br />165 square feet of sign area. The two wall signs would comprise no more than 135 <br />square feet in area, meeting this requirement. <br />A monument sign approximately 120 square feet in area is also proposed, and is <br />required to meet the design and location standards for such signs provided in the <br />zoning ordinance. <br />Lighting. A lighting plan has not been submitted for review. According to the <br />Ordinance, the source of lights should be hooded and controlled so as not to illuminate <br />the adjacent right-of-way, and any light or combination of lights which cast light on a <br />public street shall not exceed one (1) foot candle (meter reading) as measured from the <br />center line of said street. <br />Waste Area. The design guidelines require waste areas to be enclosed, and that <br />enclosures conform with the principal structure. A waste enclosure is proposed on the <br />rear side of the building facing Viking Dr.. The gate of the enclosure shall be colored to <br />2 <br />9 <br />
