MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 8, 2007 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 8th day of <br />August, 2007 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />Deputy Fire Marshal <br />MN Multi-Family <br />Housing Assoc. <br />City Clerk <br />Mr. Joel Hanson <br />Mr. Jim Lee <br />Ms. Molly Grove <br />Ms. Kathy Glanzer <br />MULTI-FAMILY The City Administrator presented a draft Rental Housing Licensing <br />HOUSING - Ordinance which he indicated was based on the Burnsville Ordinance. <br />CRIME He reported that this ordinance includes the rental ofsingle-family and <br />PREVENTION/ multi-tenant residential dwelling units. The Administrator suggested that <br />LICENSING this evening those present review the draft in detail. Any changes will be <br />incorporated into a final draft which will then be presented to the <br />ownership of the multi-family properties within the City for their review <br />and comment. <br />There was discussion that it was not the City's intent to penalize well-run <br />rental properties, but was noted that there are problem properties that need <br />to be addressed. The City Administrator felt that the rental housing <br />licensing ordinance would create an incentive for ownership to manage its <br />tenants and common areas. He noted that one rental housing licensing <br />application form would need to be completed by a complex, but a license <br />would be required for each rental unit. <br />Keis asked about the license fee schedule. The City Administrator <br />reported that Burnsville has not charged a fee initially, but has <br />implemented a fine schedule. Burnsville had indicated that they were <br />generating significant fines, but in a recent contact with Burnsville City <br />staff, the Administrator reported that he was informed that they have not <br />
