MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2014 <br />With regard to noise, Houwman reported that an acoustical engineer has <br />been hired to determine what improvements are needed to ensure that <br />Codes are being complied with. <br />ilouwman noted the City Planner's recommendation for a traffic study and <br />a parking study, Houwman was not sure these were necessary. He noted <br />that during the music shows, other businesses in the area will be closed, <br />therefore, parking should not he an issue. With regard to noise and impact <br />that people will have in the area, Houwman pointed out that the security <br />will address these issues. Houwman stated that they are willing to tall< <br />about screening and buffering. IIe also felt that the building owner should <br />be included in the discussions on screening and buffering. <br />Fischer noted the Planner's recommendation for a traffic study analyzing <br />peak traffic generation and flow. He indicated that a peak traffic time for <br />this facility will likely be 2:00 a.m. to 2:15 a.m., and not the traditional <br />peak traffic time. Fischer noted that after a show, vehicles will all be <br />leaving the area at the same time. Fischer also noted that with regard to <br />parking, there will be transitional times where the other businesses in the <br />shopping centers and the leased parking lots will be open and there could <br />be parking conflicts. Fischer indicated that the need for both a parking <br />study and traffic study are driven by the potential success of the Voodoo <br />Live music venue. Fischer noted that it was only a few months ago that <br />the City conducted the Architectural Review for the shopping center rehab <br />and the issue of the landscape plan was discussed with ownership asking <br />that those improvements be deferred. <br />Duray stated that he had a big concern about parking and crowd noise <br />after closing. He pointed out that Miranowski indicated that a sold out <br />event would result in 500 people in attendance. Duray asked if the size of <br />the space was 15,000 square feet as indicated in the Planner's report. <br />I Iouwman reported that the west building consists of 12,000 square feet <br />and the east building 12,927 square feet. <br />Duray reported that based on his experience, maximum attendance of 500 <br />people is conservative. Duray stated that regardless, the crowd noise from <br />500 people leaving a venue at one time will not be able to be controlled by <br />security people. Duray indicated that young people leaving a concert after <br />drinking and dancing will result in noise, singing, and shouting at times <br />ranging from 1:00 a.m. to 3:00 a.m. Duray indicated that he has great <br />concern for the people living in the senior housing and the other <br />residential homes in the area. Duray felt that when planning for a facility <br />like this, the City must make sure that the surrounding residents have the <br />same quality of life that they have now. Duray again indicated that <br />security will not be able to control 500 people going in all different <br />- 12 - <br />
