MINUTES
PLANNING COMMISSION
AUGUST 14, 2014
Miranowski stated that the primary reasons they chose this location was
because of the upgraded appearance of the shopping center as well as the
close proximity to 35E/694/36. Miranowski anticipated that Voodoo Live
will pull in customers from Little Canada as well as outside the City. He
also indicated that a lot of local businesses will benefit as well.
Dick Boss, Bryan Avenue, indicated that he lives in the residential area to
the west and represents many of the residents of that neighborhood. Boss
stated that it was their consensus that this type of business does not fit in
the area. He pointed out that their lives have been compromised by the
train noise and the residents in the area do not need another negative
impact. Boss stated that he is not anti -business, but feels this is not the
right location for Voodoo Live.
Jon Miles, property manager for the shopping centers, expressed his
support for Voodoo Live. He pointed out that the shopping centers have
not done well over the past many years and they have been working to
turn this property around. Miles felt that Voodoo Live was an exciting
project and felt it would bring a lot of business into the surrounding area.
Ledin reported that he had Station 4 in St. Paul, which is now closed, and
has put on over 3,600 music shows. Ledin indicated that what is missing
from the Voodoo Live presentation is the reality of what a music venue
does to the surrounding area. With regard to parking, he pointed out that
no consideration is being given to employee parking as well as tour bus
parking. He also indicated that the capacity of 500 people during a sell-
out show is very much underestimated. ide estimated the maximum
capacity closer to 900 based on the square footage proposed for Voodoo
Live. Ledin indicated that there is no way to prevent the noise, and again
indicated that the parking demand is underestimated. Ledin also pointed
out issues related to a live music venue relative to underaged individuals
as well as curfew ordinances. Ledin stated that music venues do not
survive if they are limited to people aged 21 and over.
Fischer asked about capacity as well as teen nights and people under 21
years of age. Miranowski indicated that they have experience with these
issues based on their experience at The Myth. He stated that most live
music events will end at midnight if people aged 16 and over are allowed
to attend. For events that are for people 18 years of age and over, the
events would likely end at 2 a.m. Miranowski stated that they would
comply with whatever requirements that the City has in place. He
indicated that they cannot answer all questions this evening. Miranowski
noted that if they had to lease remote parking lots to accommodate
additional parking, shuttle buses would be used to get people to and from
- 14 -
