MINUTES
PLANNING COMMISSION
AUGUST 14, 2014
events. He indicated that The Myth leases parking from Ashley Furniture,
The Days Inn, and Maplewood Mall. IIe stated that security to ensure that
a certain number of parking spaces would be held for The Hookah Hideout
on event nights. The parking lots would be patrolled by EPG Security to
ensure that local business parking is not negatively impacted. Miranowski
noted that if parking is not controlled properly, the local businesses will
not lease parking to Voodoo Live.
Ledin indicated that The Myth has done a great job, but noted that the area
that it is located in is very different than sleepy Little Canada. Ledin
stated that he cannot see putting this business into this neighborhood.
Miranowski again stated that if Voodoo Live needs another remote lot, it
will look for one. He stated that a lot of the shows might be over at
midnight, but noted that they were proposing a 2 a.m. closing in the event
that was needed. Miranowski pointed out that there are many bars that
exist in residential neighborhoods.
Maleitzke stated that it appeared that the shopping centers are currently
about half full. Miles reported that there are two spaces open in the west
mall which are reserved for any of the businesses in the east mall that will
move. There are currently three businesses in the east mall. Maleitzke
asked if the management group had talked about this proposal with the
tenants of the shopping centers. Miles stated that they have and while he
cannot speak for the tenants, no one has voiced any objection.
Maleitzke asked about the restaurant use. Miranowski stated that the plans
have changed and their initial desire was for a liquor license with no
restaurant requirement. However, the City only had available an On -Sale
Restaurant license, so they are now proposing the restaurant use along
with the live music venue. Miranowski indicated that meal prices will
range from perhaps $6.95 to $29.95, and noted that under the City's
licensing requirements food will have to be 60% of gross sales.
Barraclough asked about the Voodoo Live theme. Miranowski indicated
that they liked the Mardi Gras party theme and felt that there was nothing
similar in the Twin Cities.
Barraclough noted that there is a lot of hesitation given the issues of
parking a noise. He also noted that the Planning Commission is a
recommending body to the City Council. Barraclough indicated that
before he could make a recommendation on this proposal, he needs more
information and there needs to be more study. Barraclough stated that he
would like this matter tabled to give the applicant time to submit the
information listed in the City Planner's report. Barraclough felt it may be
- 15 -
