MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2014 <br />4. The site plan is inconsistent with the Zoning Ordinance and <br />Architectural Guideline documents in the provision of outdoor green space <br />and pedestrian facilities. <br />Motion seconded by Fischer. <br />Motion carried 4 to 2. Murphy and Maleitzke voted against. <br />REZONING & The City Planner reported that the Parks Commission has been working <br />VARIANCE — on the replacement of the existing warming house at the Old Fire Barns <br />430 LITTLE site at 430 Little Canada Road. As part of the process, it was discovered <br />CANADA that this property is zoned Single -Family Residential (R-1) District. The <br />ROAD surrounding City property, Church and cemetery property, and Water <br />Works property is zoned Public (P) District. The proposal before the <br />Commission is to rezone this property to Public District as well as grant a <br />setback Variance for the new warming house to permit additional space <br />for handicapped accessible restrooms. The Planner also noted that a 15 <br />foot setback would be required for the new warming house. The existing <br />warming house has a 9.98 foot setback from the east property line, and the <br />proposal is for a 8.93 foot setback. The Planner pointed out that it is not <br />possible to move the warming house closer to the rink as the St. Paul <br />Water Department needs adequate room between the warming house and <br />the rink to get trucks through to access their water lines. The Planner also <br />noted that the City is currently working with the Church on the possible <br />acquisition of a piece of property which would minimize the Variance <br />issue if that purchase can be worked out. The City Planner recommended <br />approval of the Rezoning and the Variance. <br />Murphy recommended approval of the Rezoning of municipal park <br />property from Single -Family Residential (R-1) District to Public -Semi - <br />Public (P) District and a Variance to the required setback to permit the <br />reconstruction of an existing warming house shelter meeting accessibility <br />requirements at 430 Little Canada Road as recommended by the City <br />Planner. <br />Motion seconded by Barraclough. <br />Motion carried 6 — 0. <br />- 19 - <br />
