MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2014 <br />The Planner then reported that he received an email from David Dorn, <br />2739 Jackson Street, who indicated that he could not be present this <br />evening due to a family emergency. Dorn stated that he was opposed to <br />the request given the condition of the property, maintenance issues, and <br />failure to comply with the conditions of the 2010 permit. <br />The Planner noted the unusual aspect of this outdoor storage in that while <br />some outdoor display is allowed, outdoor storage is not. Under this PUD <br />Zoning, however, a temporary allowance for outdoor storage has been <br />made, but the understanding was that over time this outdoor storage would <br />be brought indoors. <br />The City Clerk reported that she spoke with David Dorn who indicated <br />that his opposition to tonight's proposal related to code compliance issues <br />related to grass cutting, dumpsters overflowing with stuff dumped <br />alongside, and unapproved outdoor storage occurring. Dorn indicated that <br />it was his understanding that the property owner was to build a building to <br />bring the outdoor storage inside. <br />Rob Anderson, Poolside, indicated that given the seasonal nature of the <br />business, there are times of the year that they get behind in property <br />maintenance. He indicated that they are now making a concerted effort to <br />clean up the area in the hack. I -Ie noted that the majority of this area is not <br />visible, although there are some points where it is visible. Anderson <br />indicated that he had no problem with the recommendations of the City <br />Planner except for landscape screening of the outdoor storage area and for <br />paving of the outdoor storage area. Anderson indicated that landscaping <br />along the fence would not survive given the limited area to landscape and <br />due to snowplowing/storage issues. Anderson indicated that they need the <br />outdoor storage to maintain the business without having to move to <br />another property. Without the outdoor storage, they would have to either <br />move or build a storage building. <br />Fischer noted that as part of the prior PUD, the indication was that <br />Poolside would either construct another building or move to another <br />location once the PUD expired, and there would be no need to renew that <br />PUD Permit. The PUD Permit lapsed a year ago without either of these <br />things happening. Fischer asked if there were any plans for another <br />building or for a relocation of the business. Anderson replied that there <br />was not. He indicated that it is his hope that this would change within the <br />next couple of years. Anderson noted that given the nature of the business <br />it is difficult to maintain an increased overhead expense during the winter <br />months. <br />-4- <br />
