MINUTES <br />CITY COUNCIL <br />AUGUST 18, 2014 <br />CALL FOR <br />WORKSHOP - <br />CITY CENTER <br />IMPROVEMENT <br />PROJECT <br />SCOPE <br />been meeting to discuss new organizational approaches. The most <br />significant change would require a city's cable commission representative <br />to be a member of that city's governing body. Others would include the <br />formation of an advisory City Managers Committee, requiring notice by <br />July 1 s` for a member city to withdraw from the Commission, and <br />amendments to the JPA requiring affirmative votes from all cities. The <br />Administrator asked the Council for any comments and or direction in this <br />matter. <br />Montour indicated that he just learned that the City of Shoreview has <br />voted to withdraw from the NSCC. It was noted that Shoreview does have <br />the ability to reverse this decision. <br />Montour commented that the establishment of the City Managers <br />Committee was not an issue for NSCC, the question was why this <br />Committee had to be established through the JPA. He indicated that <br />NSCC has the ability to establish a committee any time it wants. Montour <br />also indicated that given that NSCC is in the middle of the franchise <br />renewal as well as a transfer of ownership, it tabled action on the draft <br />revisions to the JPA at this time. Montour noted that NSCC has asked that <br />City Managers also join the Strategic Management Committee so that <br />future organizational changes can be planned for. Montour suggested that <br />the Council feel free to contact him with any questions they might have. <br />The City Administrator reported that the Construction Manager is <br />currently obtaining pricing on the various improvements discussed for <br />the City Center remodel project. Based on the pricing received, the <br />Council will need to make a determination of the final project scope. <br />The Administrator recommended that a workshop meeting be called to <br />review pricing and determine project parameters. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019-8-163 — CALLING A WORKSHOP ON <br />SEPTEMBER 10, 2014 AT 6:00 P.M. TO REVIEW PRICING AND <br />DETERMINE PROJECT SCOPE FOR THE CITY CENTER <br />REMODEL PROJECT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0).
