MINUTES <br />CITY COUNCIL <br />AUGUST 18, 2014 <br />RESOLUTION NO. 2014-8-162 — CALLING 2015 BUDGET <br />WORKSHOP FOR SEPTEMBER 24, 2014 AT 6:00 P.M. <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />LABORE The City Administrator reported that as part of the Pinetree Pond <br />ROAD development review there were discussions about site lines along LaBore <br />TRAFFIC Road in the area of the curve and the possible need for relocation of <br />LEVELS landscaping as well as a real estate sign, and the installation of chevron <br />signs along the curve. The Administrator reported that the landscaping <br />and the sign have been moved to open up sight lines. There have been no <br />complaints received to date. The Administrator also noted that the <br />Sheriff's Department did not recommend the installation of the chevron <br />signs with the previous report. It was the consensus of the Council to not <br />proceed with the chevron signs at this time. <br />RFP'S FOR The City Administrator reported that based on the City's Financial <br />AUDIT Policies, a Request for Proposals (RFP) should be done for audit services <br />SERVICES every five years. The City has postponed the RFP process for a couple of <br />years given the change in Finance Directors. The Administrator indicated <br />that Redpath Associates has done a good job for the City, however, the <br />City has Financial Policies in place that call for the RFP process. The <br />Administrator indicated that City staff would conduct interviews of those <br />firms submitting RFPs and would bring a recommendation back to the <br />Council. <br />It was the consensus of the Council to proceed with the RFP process for <br />auditing services. <br />NSCC The City Administrator reviewed his report dated August 14, 2014 <br />JOINT relative to draft revisions of the joint powers agreement that forms the <br />POWERS North Suburban Cable Commission (NSCC). The Administrator reported <br />AGREEMENT that some are housekeeping in nature, however, substantive revisions have <br />arisen as a result of Shoreview's concerns about NSCC operations <br />involved in the franchise renewal process and in planning for likely <br />reduction in PEG (public, educational, government) fees in the new <br />franchise agreement. <br />The Administrator reported that based on the Shoreview concerns, the <br />Mayors and City Managers of the 10 cities making up the .IPA entity have <br />24 <br />
