He also noted that the fence was originally a shadow-box <br />style, and in 2010 the Council required that the fence boards be moved <br />closer together to provide screening. Poolside took boards from the back <br />side of the fence and added them to the front so that the fence could not be <br />seen through. He again commented on the overgrowth of weeds occurring <br />along the fence. <br />Dorn indicated that grass has not been mowed and the property has not <br />been maintained. He indicated when he calls the Code Enforcement <br />Officer, she contacts Poolside and the problems get addressed. Dorn <br />stated that Poolside does not address these problems unless the neighbors <br />complain. Dorn also indicated that right before the Planning Commission <br />meeting last week, Poolside mowed the grass and leveled the area on the <br />east end of the property. <br />Dorn then commented on the blocking of Jackson Street by delivery <br />trucks. He also noted that Poolside has a forklift running between their <br />County Road C property and the space that they rent on Jackson Street. <br />He indicated that the neighbors have to call the police or the Code <br />Enforcement Officer to get problems addressed. He indicated that <br />Poolside has outgrown the space and this fact is imposing a hardship on <br />the neighborhood. <br />Blesener asked if Dorn felt the recommendations for approval would <br />address the problems. Dorn stated that he did not feel they would. He <br />expressed concern about the surfacing of the outdoor storage area with <br />Class V materials. He indicated that if the storage area were blacktopped <br />that would better define the storage area so everyone would be aware of <br />exactly where outdoor storage should occur. Dorn noted that Anderson <br />has indicated that it would be a hardship to blacktop this space, but Dorn <br />estimated the cost at about $2,000. Dorn also noted that Anderson has had <br />the last four years to comply with the recommendations of the 2010 <br />approval, and he has not done so. <br />Dorn reported that at times the outdoor storage has been higher than the <br />fence. He also noted that used hot tubs have been dumped on the property <br />that have collected water and have put out a foul smell. Dorn indicated <br />that when the dumpster is full, materials are just dumped on the ground <br />alongside of it. There are also pallets and chemical tanks dumped on the <br />north side of the fence line. <br />Dorn pointed out a comment at the Planning Commission meeting that <br />Poolside keeps their County Road C frontage neat and orderly as this is <br />the main access to the building. However, the Jackson Street side is not <br />kept in that manner, and again grass is not cut and there is weed <br />6 <br />
