MINUTES <br />CITY COUNCIL <br />AUGUST 25, 2014 <br />warming house is to be ready for the upcoming skating season. It is <br />estimated that construction will take 60 days. <br />Blesener pointed out that both the Public Works -Parks building and the <br />warming house are over budget. The Director felt that redesigning the <br />warming house and delaying construction would result in increased costs. <br />He also pointed out that the Little Canada Recreation Association (LCRA) <br />has agreed to donate $20,000 toward the project provided it is constructed <br />as designed. Boss asked why LCRA would not make this donation if the <br />project is redesigned. The Director indicated that LCRA felt there should <br />be separate men's and women's bathrooms as girls will not want to use a <br />unisex bathroom. He also noted McGraw's comments relative to the <br />windows and pointed out that the warming house will be open on weekend <br />days and when school is not in session; therefore the windows will provide <br />natural light during daytime hours thus reducing energy costs. The <br />Director again stated his opinion that the project will cost as much or more <br />if it is redesigned and delayed. <br />'l'he City Administrator pointed out that the contracts for the warming <br />house have already been awarded; therefore, the City will have a legal <br />issue if it does not proceed with the project. He did indicate that the <br />project could be redesigned and the changes processed as change orders. <br />However, change orders will not likely result in a dollar per dollar savings. <br />The Administrator again noted that study needs to be done on the issue of <br />the retaining wall to stabilize the slope or using the back wall of the <br />warming house for this purpose. <br />The Director pointed out that if the Variance is granted and property is <br />then purchased from St. John's, the Variance would be negated. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-8-166 — APPROVING THE REZONING OF <br />430 LITTLE CANADA ROAD FROM SINGLE-FAMILY <br />RESIDENTIAL (R-1) DISTRICT TO PUBLIC -SEMI PUBLIC (P) <br />DISTRICT BASED ON THE RECOMMENDATION OF THE CITY <br />PLANNER AND THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />The Administrator noted that an administrative property combination will <br />be done to combine the warming house property with the Old Fire Station <br />property. <br />3 <br />
