515 Little Canada Road, Little Canada, MN 551171600
(651) 765-1029 / FAX: (651) 766-4048
www,ci.little-canaria. mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: September 5, 2014
RE: Agreement for Preliminary Engineering Work with Soo Line
Railroad Company (DBA Canadian Pacific)
MAYOR
13i11 131esener
COUNCIL
Rick Montour
John Keis
Michael McCraw
Shelly l3oss
ADMINISTRATOR
Joel R. Hanson
Attached is an agreement Canadian Pacific requires us to execute in order for them to
conduct the preliminary Engineering analysis for the signal upgrades for the
establishment of Quiet Zones. (See letter from City requesting the preparation of
estimates). The cost is $5,000 per crossing for a total of $30,000. This analysis will
result in cost estimates for each crossing that we need in order to finalize our agreements
with MnDot for the use of bond funds. Therefore, it is a key step in the Quiet Zone
process. I discussed this with Dave McKenzie of SEI-! and he recommended its approval.
I want to emphasize that this may not be eligible for reimbursement under the bonding
money provided by the State to help with the establishment of Quiet Zones ($1,250,000
for I.,ittle Canada). However, it is very likely the cost to establish a Quiet Zone for all six
crossings will exceed that amount any way. Therefore, this may ultimately need to come
from City Funds (Fund 450 would be the source).
Staff recommends approval of the agreement as presented.
1
