Hanson <br />While the water tower was out of service the City used one pump at the Booster Station <br />to feed water to the City. The concern when running off of a pump rather than gravity is <br />pressure spikes when there is little usage in the system, particularly overnight. In order to <br />prevent pressure spikes the City opened up the two valves that connect to the Roseville <br />water supply. The valves were opened on June 6 and closed on July 29. <br />In trying to keep the pressure in the system close to the normal level staff dialed hack the <br />variable speed drive on the pump that was running. The end result was most of the water <br />used by the City while the tower was out of service came from Roseville. Modern <br />technology allows the ability to see what each city's water usage was for each month and <br />get a pretty close estimate of how much water the City of Little Canada actually used <br />based on water meter usage. <br />Staff figured out the usage on all water meters in the City and carne up with 51 million <br />gallons, which should equate to $132,264 based on our rate of $1.94/1000 cubic feet. <br />The City was actually billed $40,618 while the tower was down. That means that <br />Roseville paid $91,646 for water that was used by Little Canada residents. Little Canada <br />would have paid that amount to St. Paul Regional Water Services in a normal year with <br />the tower in service so the City is not losing money in the deal. The Roseville finance <br />department agrees with math and has approved the amount owed. <br />Staff recommends the council authorize a payment of $91,646 to the City of Roseville to <br />reimburse them for water used by Little Canada while the water tower was out of service. <br />
