Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2007-8-193 -APPROVING THE <br />DEVELOPMENT AGREEMENT BETWEEN THE CITYAND MR. <br />AND MRS. ROY FRENCH AS AMENDED AND AUTHORIZING <br />THE MAYOR AND CITYADMINISTRATOR TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CREATION The City Administrator reviewed his report dated August 3, 2007 <br />OF TIF relative to the opportunity to create a Tax Increment Financing District <br />DISTRICT 5-1 given the potential expansion of St. Jude Medical on the adjacent <br />Roseville School District property. The district would be a "Renewal and <br />Renovation District". The Administrator suggested that the City could <br />create a scattered site district combining properties in the Viking <br />Drive/Rice Street area with the main project along County Road B-2. This <br />would avoid duplication of costs and create a small pool of money that <br />may prove useful in the Viking Drive area to address issues such as re- <br />alignment of the Arby's/Sally's drive area with the intersection of Viking <br />Drive and Minnesota Avenue. <br />The Administrator noted that the monies generated by the TIF District <br />would be used to accomplish improvements that would be of benefit to the <br />community. Some of the improvements could include bringing utilities <br />into the St. Jude site to avoid the need for a lift station, looping watermain <br />in the Minnesota Avenue area, acquisition of the bakery property and a <br />portion of the Terrace Heights Mobilehome Park property along County <br />Road B-2 to allow for lane expansion and streetscape improvements. The <br />Administrator indicated that the increment generated from the St. Jude <br />expansion would help accomplish these projects. He estimated the present <br />
