MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2014 <br />EDGERTON <br />STREET <br />PARKS <br />DEPT. <br />EQUIPMENT <br />PURCHASE <br />build up in the homeowner's sanitary sewer service but there was no <br />damage to the service. The Public Works Superintendent met with the <br />property owner who has agreed to reimburse the City for televising the <br />service and likely will be hiring this same company to clean it. The <br />Administrator indicated that it was felt that the build-up occurred since <br />there was low flowage through the service for many years. The <br />Administrator pointed out that the problem is in the private service line <br />and not in the City's sewer line. <br />Blesener asked if this service line would be a candidate for lining to <br />prevent build-up from occurring in the future. The Administrator <br />indicated that the build-up was constant through the low section of the <br />sewer service and was not due to an inflow and infiltration (I & I) issue at <br />the joints. The Administrator again noted that this is a problem in the <br />property owner's sanitary sewer service, and the property owner agrees <br />and will be having the service cleaned. <br />The City Administrator reported that the Parks Department currently has <br />one large area mower, a Z -turn mower, and a walk -behind mower. The <br />walk -behind mower is heavy, difficult to transport, and not user friendly. <br />Therefore, City staff is proposing to replace the walk -behind mower with <br />another Z -turn mower. This should enable the Parks staff to mow the City <br />in two days rather than three days using three pieces of equipment. Cost <br />of a Z -turn mower is $9,337.60. <br />The Administrator also reported that the Trac -Vac trailer unit the City uses <br />to pick up leaves has a bad motor. Motor replacement is around $600. <br />The unit is in fair -to -poor condition, and rather than replacing the Trac - <br />Vac, City staff is recommending the addition of a bagging system to each <br />of the Z -turn mowers. One bagging system will have a set of three bags <br />that fill up with yard waste which can then be dumped in the back of a <br />truck, in a dumpster, or on the ground. The other will have a bin that <br />dumps from the bottom with an electric switch. The Administrator <br />indicated that staff feels having each of these bagging systems will <br />provide them flexibility. The bagging unit will cost $2,319.20 and the <br />dumping bin will cost $2,799.20. City staff is also recommending the <br />purchase of a Little Wonder Debris Picker at a cost of $4,250. This piece <br />of equipment attaches to the bumper of a truck and sucks material from <br />the ground and deposits it into a truck dump box. <br />The Administrator noted that the total recommended expenditure is <br />$18,706 and indicated that while this equipment was not budgeted for <br />purchase in 2014, there are funds in the budget to accommodate it. <br />3 <br />
