Hanson <br />MnDot is preparing to move forward with the second phase of the MnPass project for 1-35E. <br />This will add an additional lane in both directions from Goose Lake Road to County Road 96, a <br />third lane for northbound 35E from County Road 96 to County Road J, and repurpose <br />southbound I -35E from County Road E to Little Canada Road. (Attached is the Project <br />Notification Letter from MnDot.) While there is no financial participation required of Little <br />Canada, MnDot is still seeking municipal consent from us. (The would like us act on this by <br />early March of 2015.) <br />This may be another opportunity to achieve some corrections to previous issues we have dealt <br />with. Here is a possible listing: <br />• Add back sound barrier in front of Quebec Apartments. <br />® Extend sound barrier near the end of Twin Lake Trail farther to the east. (MnDot did <br />not place sound barriers farther to the east because their right-of-way was substantially <br />below the grade needed to be effective. Essentially, they ended the wall by the fly -over <br />bridge where their right-of-way lost needed elevation.) This would require easements <br />from the abutting property owners. Another issue is MnDot may claim this wall is not <br />in the designated project area. <br />® Secure repayment for the railing work on the LC Road Bridge. This amounts to <br />$76,961.20. (You will recall that MnDot agreed to reimburse us working through <br />Ramsey County, but this has yet to occur.) <br />® Other items that should be considered??? <br />Staff would like to know how you would like to proceed with this process. I think there are a <br />couple of options: <br />1. I-Iave a workshop with MnDot staff to discuss the project and our needs. <br />2. Have a workshop on our own to define our needs before meeting with MnDot. <br />Your direction on this matter is needed. <br />
