MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2014 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour asked if the City should be going out to RFPs for any other <br />contracted services. The City Administrator indicated that RFPs were <br />obtained in recent years for the City Planner and the City Attorney. Ile <br />noted that an RFP has not been undertaken for the City Engineer for some <br />time, but indicated that the current City Engineer provides very good value <br />for excellent service. <br />The Council asked that the City Administrator provide them with <br />information relative to these contracted services and an analysis of the <br />value being received. <br />RECREATION The City Administrator reported that Don Bowman recently retired under <br />COORDINATOR PERA from his full-time job with St. Paul Regional Water as well as from <br />CONTRACT the City as Recreation Coordinator given PERA pension implications. <br />The Administrator indicated that Bowman would like to commence <br />working with the City again, and has satisfied a 30 -day separation <br />requirement in place under PERA. Rather than return as a City employee, <br />the proposal is that the City contract with Bowman under his Twin Cities <br />Officials LLC as an independent contractor. The City Administrator <br />presented the Council with a contract for their consideration which he <br />noted was modeled after the contract for fire marshal services. The <br />Administrator reported that the City Attorney has reviewed the contract <br />and has made some modification as he deemed appropriate to comply with <br />IRS and PERA requirements. <br />Montour asked about the number of hours of work per week that would he <br />provided by Bowman. The Administrator noted that the monthly contract <br />amount was based on the average number of hours of work that Bowman <br />had worked as an employee also factoring in the average increase in <br />employee wages proposed for 2015 plus cell phone costs. There is no <br />provision for mileage or the equivalent of employee benefits. The <br />Administrator noted that the contract is proposed to run from November <br />15, 2014 through December 31, 2015.
