MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2014 <br />request an appeal hearing before the Council. If the licenses are revoked, <br />notice will then be sent to the State. <br />CITY The City Administrator noted that as recommended by the City's <br />AUDITING Financial Policies and Finance Director, Requests for Proposals (RFP) <br />SERVICES were requested for City auditing services. The Administrator reported that <br />Redpath and Company (formerly Tautges Redpath, LTD) has been the <br />City's auditor for 30 plus years and has generally been competitive in cost. <br />However, costs have been increasing over the last few years, and based on <br />the City's adopted Financial Policies, RFPs were recommended to be <br />obtained. <br />Six proposals were received for a three year contract for auditing services <br />with a two-year renewal option. Those proposals range in price from <br />$114,900 to $185,000. The low proposal was submitted by <br />CliftonLarsonAllen, LLP which is a national audit firm with a great deal <br />of experience in auditing municipalities. The Administrator noted that <br />references were checked and were satisfactory. <br />The Administrator reported that the City also obtained a price from <br />CliftonLarsonAllen for auditing the Fire Relief Association, and this price <br />has been forwarded to the Fire Department. He reported that another <br />benefit is that CliftonLarsonAllen has agreed to assist the City with <br />conducting a Comprehensive Annual Financial Report (CAFR) at no <br />additional cost. A CAFR provides a lot of narrative in relation to the <br />City's financial statements. The Administrator indicated that he and the <br />Finance Director would not undertake the CAFR the first year with <br />CliftonLarsonAllen just given the additional work it will take for the first <br />year's audit with a new auditing firm. <br />Montour noted that switching auditing firms will result in an <br />approximately $70,000 savings in cost over the five year term. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-11-211— ENTERING INTO A CONTRACT <br />WITH CLIFTONLARSONALLEN, LLP AS CITY AUDIT FOR 2014 <br />THROUGH 2016 WITH AN ADDITIONAL TWO YEAR OPTION AS <br />RECOMMENDED BY CITY STAFF AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE <br />CONTRACT ON BEHALF OF THE CITY <br />10 <br />
