➢ A comment was made that the majority of the traffic on Centerville has nothing <br />to do with the properties on Centerville. 'i'he City Administrator stated that the <br />City has parameters in its assessment policy to cover that issue along with <br />Ramsey County paying for a good chunk of the project. Mr. Elfering added that <br />the assessments proposed at the neighborhood meeting are likely a worst-case <br />scenario. Ideally, costs will he lower than he has estimated. <br />There was another comment about the equity of the assessments. The City <br />Administrator replied that the assessments must be supported by benefits <br />received. He added that for this project the City may need to have quick <br />appraisals done on properties to make sure the assessment numbers are ok. Mr. <br />Elfering again explained the methodology for preparing the assessments for <br />Centerville Road. <br />➢ The resident at 3036 Vanderbie asked that the drainage ditch along County Road <br />D be re -graded so it drains better. He stated that it was filled in during the <br />Unweave the Weave project and hasn't functioned well since then. Mr. Elfering <br />said he would look into the issue. <br />Y There was a question on how long the project would take. Mr. Elfering replied <br />that the section north of Allen would only take a 4-6 weeks since it was just a <br />reclaim and pave job. The portion of Centerville south of Allen would likely take <br />3-4 months due to the additional work required on that section. <br />There was a question on how the appraisals work if they are used. The City <br />Administrator replied that an appraiser would look at properties before and after <br />construction and make sure the assessment matches the benefits received. <br />The City Administrator then said staff would recommend that the potential project <br />move forward to an improvement hearing with the Council. <br />The Centerville Road property owners were thanked for their participation. <br />3 <br />
