NEIGHBORHOOD MEETING MINUTES <br />CENTERVILLE ROAD/ COUNTY ROAD D — Allen Ave. to Edgerton <br />TUESDAY, DECEMBER 9, 2014 <br />5:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed full -depth reclamation and repave project on Centerville Road from Allen <br />Avenue north and east to Edgerton Street. See sign -in sheet for those in attendance. <br />The City Engineer introduced himself, Mr. Lee Elfering, of Elfering & Associates, Mr. <br />Joel Hanson, City Administrator, and Mr. Bill Dircks, Public Works Superintendent. <br />Mr. Elfering explained the neighborhood meeting process whereby the City provides <br />residents of the proposed construction area with the basic information, obtains their input <br />on the nature of the project, and then decides how to proceed. <br />At this point Mr. Elfering, reviewed the Power Point presentation with those who were <br />present. He stated that Centerville Road was a Ramsey County road and that any project <br />would have to be approved by Ramsey County and they would have to have an <br />agreement with the City for reimbursement if the City finances the project up front. He <br />explained in detail existing conditions and the proposed improvements. Mr. Elfering <br />indicated what the proposed improvement involved. He proposed a full depth <br />reclamation and re -paving of the entire section of road. The base would be tested and <br />any areas deemed too soft would be dug out and replaced with good material. The road is <br />currently a rural section and the plan is to keep it that way for this stretch of road. The <br />portion of Centerville south of Allen Avenue was planned to be upgraded to an urban <br />section with curb and gutter and sidewalk. <br />Mr. Elfering estimated the cost of the entire Centerville Road project to be $2,815,000 <br />based on similar work we have performed in the past few years. The costs of the entire <br />project are being spread out among all benefitting properties on Centerville rather than <br />splitting the project in two halves. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />Y The resident from 3036 Vanderbie Street asked the City to look into the pipeline <br />easement over his property and how it may affect his assessment. <br />y A property owner asked about the property set back off of County Road D with <br />no frontage and questioned the equity of the assessments. Mr. Elfering ran <br />through the calculation used for the properties along the entire stretch of <br />Centerville. The properties were assessed 50% on front footage and 50% on lot <br />area in order to account for the properties that had zero to very little frontage. <br />2 <br />
