NEIGHBORHOOD MEETING MINUTES <br />COUNTRY DRIVE — Rice Street to RR Tracks <br />TUESDAY, DECEMBER 9, 2014 <br />5:30 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed street reconstruction project on Country Drive from Rice Street to the RR <br />tracks. See sign -in sheet for those in attendance. <br />The City Engineer introduced himself, Mr, Lee Elfering, of Elfering & Associates, Mr. <br />Joel Hanson, City Administrator, and Mr. Bill Dircks, Public Works Superintendent. <br />Mr. Elfering explained the neighborhood meeting process whereby the City provides <br />residents of the proposed construction area with the basic information, obtains their input <br />on the nature of the project, and then decides how to proceed. <br />At this point Mr. Elfering reviewed the Power Point presentation with those who were <br />present. He explained in detail existing conditions and the proposed improvements. Mr. <br />[Meting indicated what the proposed improvement involved. He proposed a full depth <br />reclamation and re -paving of the entire section of road with curb and gutter repairs as <br />needed and some storm water improvements, especially at the inlets to Black Tern Pond. <br />The base would be tested and any areas deemed too soft would be dug out and replaced <br />with good material. <br />Mr. Elfering estimated the cost of the proposed Country Drive project to be $780,000 <br />based on similar work we have performed in the past few years. The assessable portion <br />of that cost is $194,401.76. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of' Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />Y A representative from Dock 86 asked about getting customers and delivery trucks <br />in and out during construction. Mr. Elfering responded that access would be <br />provided to all businesses during construction whenever feasible. He said this <br />project wouldn't involve much excavation so driveways would likely remain <br />open with the exception of times when the reelaimer or paver was passing by. <br />There was a question regarding the need for the project as the property owner <br />didn't feel the road was in bad shape. Mr. Elfering explained that for reclaim <br />projects it is important to get the work done before the road deteriorates to the <br />point where a more expensive full reconstruct is necessary. In the case of <br />Country Drive there is widespread cracking and rutting along with some potholes <br />popping up. To let the road go any longer would allow more water to enter the <br />subgrade and ruin it. <br />5 <br />
