NEIGHBORHOOD MEETING MINUTES <br />CEN1'ERVILLE ROAD/ COUNTY ROAD D — Allen Ave. to Edgerton <br />TUESDAY, DECEMBER 9, 2014 <br />6:45 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed street reconstruction project on Centerville Road from Little Canada Road <br />north to Allen Avenue. See sign -in sheet for those in attendance. <br />The City Engineer introduced himself, Mr. Lee Elfering, of Elfering & Associates, Mr. <br />Joel Hanson, City Administrator, and Mr. Bill Dircks, Public Works Superintendent. <br />Mr. Elfering explained the neighborhood meeting process whereby the City provides <br />residents of the proposed construction area with the basic information, obtains their input <br />on the nature of the project, and then decides how to proceed. <br />At this point Mr, Elfering reviewed the Power Point presentation with those who were <br />present. He stated that Centerville Road was a Ramsey County road and that any project <br />would have to be approved by Ramsey County and they would have to have an <br />agreement with the City for reimbursement if the City finances the project up front. He <br />explained in detail existing conditions and the proposed improvements. Mr. Elfering <br />indicated what the proposed improvement involved. He proposed a full reconstruction of <br />the entire section of road with curb and gutter and a six-foot concrete sidewalk. The <br />existing roadway sits right at the east right-of-way limit so in order to make room for the <br />sidewalk on the east side the road would have to be shifted to the west by varying <br />amounts along much of the stretch of roadway. The base would be tested and any areas <br />deemed too soft would be dug out and replaced with good material. The portion of <br />Centerville north of Allen Avenue was planned to be upgraded to a rural section with <br />curb and gutter and sidewalk. <br />Mr. Elfering estimated the cost of the entire Centerville Road project to be $2,815,000 <br />based on similar work we have performed in the past few years. The costs of the entire <br />project are being spread out among all benefitting properties on Centerville rather than <br />splitting the project in two halves. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />There were numerous comments and questions regarding making sure the road <br />was built to handle the large amount of heavy truck traffic that travels on it due to <br />Slumberland and other businesses in the area. Mr. Elfering explained the process <br />that will be used to ensure that the newly constructed road will be to a nine -ton <br />standard, which is considered suitable for industrial traffic. He commented that <br />the base and pavement section will be designed to handle the traffic. <br />11 <br />
