The was a lengthy discussion regarding the shifting of the road to the west in <br />order to fit the sidewalk within the right-of-way on the east side since the existing <br />bituminous trail and parks are on the east side. Mr. Elfering should a rough <br />drawing highlighting proposed shiting of the road at various locations along <br />Centerville. The south end of the road would be shifted more than the north end. <br />The very rough guess at this point is anywhere from 3 -to -10 feet depending on <br />the area. A resident asked about leaving the road in place and purchasing <br />easement on the east side for the sidewalk. Mr. Elfering stated that he would <br />analyze all options but the preferred option is to keep everything within the <br />existing right-of-way. It was noted that there were some steep driveways on the <br />west side and shifting the road would make them even steeper. Mr. Elfering <br />commented that he would mitigate this by potentially raising the road in those <br />areas or grading further up into the affected properties to soften the slope. <br />Y The width of the street was discussed. Mr. Elfering stated that the street would <br />County State Aid standards for a road of this type. The existing width varies but <br />is generally 28-30' wide. The standards also do not allow parking on either side <br />of the street. <br />Y Mr. Proulx commented that a 6'houlevard and 6' sidewalk would result in the <br />sidewalk being right through the front porch of the house he owns at 2844 <br />Centerville. Mr. Elfering explained that the sidewalk would be a foot or two off <br />of the right-of-way line so it would not go through the porch. <br />Y There was a question on whether or not the 6 -foot boulevard was required <br />between the road and sidewalk. Mr. Elfering responded that it is not required but <br />the City prefers it for pedestrian safety concerns as well as to help with snow <br />removal operations. <br />➢ There was a lengthy discussion regarding the proposed sidewalk. Some property <br />owners did not feel it was necessary and felt that it was being put in for the <br />apartment complex on Labore Road. The City Administrator explained that the <br />sidewalk was part of the Parks Commission Master Trail Plan and they believe <br />that many people will utilize the sidewalk, apartment renters included. It was <br />asked if staff would be recommending the sidewalk and the City Administrator <br />responded that staff would be recommending the sidewalk. A resident suggested <br />a walking/biking path be added to the edge of the road in lieu of a sidewalk. Mr. <br />Elfering explained that it is much safer for pedestrians to be on a sidewalk off of <br />the road and that avid bikers would have a three foot striped shoulder adjacent to <br />the road on which to bike. It was then explained that the cost of the sidewalk <br />would not affect the assessment. <br />Y A resident asked about rain gardens and Mr. Elfering explained how rain gardens <br />work, where they can be located, how they are planted, what maintenance is <br />necessary, and the fact that only volunteers typically receive rain gardens. He <br />also mentioned that the City would be looking at potential infiltration areas in <br />Spooner Park and Pioneer Park. <br />12 <br />
