JSSO(IfUS <br />111111 M11111 <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 11, 2014 <br />RE: 2015 Street & Utility Improvement Project <br />Feasibility Report Preparation <br />During the budgeting process City Staff identified three streets for possible improvement <br />in 2015. The City Council authorized informational meetings with the property owners <br />along streets and those meetings have been completed. The segments of road that <br />informational meetings have been held are listed below: <br />Country Drive from Rice Street to the Railroad tracks <br />South Owasso Blvd. — Rice Street to Country Drive <br />Centerville Road — Little Canada Road to 800 feet west of Edgerton. <br />Based on the general consensus of those present at the meetings, City Staff is <br />recommending that all streets be included in the 2015 Street & Utility Improvements <br />feasibility report. Preparation of the report is a requirement of the Chapter 429 process <br />which outlines the steps necessary to allow assessment of public improvements. The <br />feasibility report will include information on the existing conditions, proposed <br />improvements, estimated costs, and property assessments as outlined in the City's <br />Assessment Manual. The minutes from the informational meetings held with the <br />abutting property owners will also be included in the report. <br />As the City Council is aware we have been working with Ramsey County to determine <br />the reimbursement method and timeframe for the Centerville Road work. At this time we <br />da not have written commitment for reimbursement of project costs, but the County <br />Engineer has verbally agreed that the project makes sense and needs to be done. <br />There is some risk on the reimbursement of costs to prepare the feasibility report until <br />the final details on funding are worked out and an agreement is signed. However, we <br />believe the funding details can be resolved. Working on the feasibility in parallel with the <br />final funding discussions will allow the project to be completed in time to reach a more <br />competitive bidding market. <br />At this time we are requesting the City Council order the preparation of the feasibility <br />report for Country Drive, South Owasso Blvd., and Centerville Road.
