JSSO(IfUS 111111 M11111 Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: December 11, 2014 RE: 2015 Street & Utility Improvement Project Feasibility Report Preparation During the budgeting process City Staff identified three streets for possible improvement in 2015. The City Council authorized informational meetings with the property owners along streets and those meetings have been completed. The segments of road that informational meetings have been held are listed below: Country Drive from Rice Street to the Railroad tracks South Owasso Blvd. — Rice Street to Country Drive Centerville Road — Little Canada Road to 800 feet west of Edgerton. Based on the general consensus of those present at the meetings, City Staff is recommending that all streets be included in the 2015 Street & Utility Improvements feasibility report. Preparation of the report is a requirement of the Chapter 429 process which outlines the steps necessary to allow assessment of public improvements. The feasibility report will include information on the existing conditions, proposed improvements, estimated costs, and property assessments as outlined in the City's Assessment Manual. The minutes from the informational meetings held with the abutting property owners will also be included in the report. As the City Council is aware we have been working with Ramsey County to determine the reimbursement method and timeframe for the Centerville Road work. At this time we da not have written commitment for reimbursement of project costs, but the County Engineer has verbally agreed that the project makes sense and needs to be done. There is some risk on the reimbursement of costs to prepare the feasibility report until the final details on funding are worked out and an agreement is signed. However, we believe the funding details can be resolved. Working on the feasibility in parallel with the final funding discussions will allow the project to be completed in time to reach a more competitive bidding market. At this time we are requesting the City Council order the preparation of the feasibility report for Country Drive, South Owasso Blvd., and Centerville Road.
