MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2007 <br />RICE The City Administrator reported that State Representative Scalze is <br />STREET sponsoring legislation that would secure funding for the design of a new <br />BRIDGE Rice Street Bridge over Highway 36. The Administrator reported that <br />reconstruction of this bridge is not in anyone's plans at this time. The <br />Administrator pointed out the obvious deficiencies with the bridge and the <br />negative impact that it has on traffic flows and safety in the area. The <br />Administrator pointed out that the City has been meeting with surrounding <br />cities, Ramsey County, MN DOT, and St. Jude Medical on this bridge <br />issue; and, as a result, Representative Scalze has agreed to sponsor this <br />legislation. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-1-6 -DECLARING SUPPORT FOR <br />PROPOSED LEGISLATION FOR RICE STREET BRIDGE DESIGN <br />FUNDING <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />GOAL Council discussed the scheduling of the 2007 Goal Setting Session <br />SETTING with the consensus being that the City Adminish•ator contact Mark <br />SESSION Nagel to determine his availability for facilitating this session some time <br />in February. The dates of February 12, 26, or 27"' were suggested. <br />VADNAIS The City Administrator indicated that staff thought it was close to a <br />HEIGHTS resolution on the Vadnais Heights sewer billing issue, but it now <br />SEWER appears that Vadnais is going to rely on the Statute of Limitations and <br />BILLING is only willing to go back six years to repay Little Canada for the <br />ISSUE misallocated sewer billings. Vadnais feels that to do anything more would <br />be considered a gift under the law. <br />The Administrator noted that the situation is that Vadnais Heights' <br />County Road D apartment buildings were connected to Little Canada <br />sewer, the Meh•opolitan Council charged Little Canada for this sewer <br />usage, while Vadnais Heights billed the apartments for sewer. This <br />situation continued for a many years, with Vadnais Heights' discovering <br />the error in 2005. The City Administrator indicated that there is not a lot <br />of clear-cut law to govern this situation. The City Administrator indicated <br />that the Vadnais Heights' City Administrator has indicated that they would <br />like to work with Little Canada on this issue, but have concern about <br />violating State Statute. <br />
