CITY <br />ADMINIS- <br />TRATOR'S <br />PERFORMANCE <br />EVALUATION <br />MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 15, 2014 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 15th day of December, 2014 <br />in the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Acting Mayor Rick Montour called the meeting to order at 6:30 p.m, and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Acting Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: Mayor <br />ALSO PRESENT: City Administrator <br />Council -Elect <br />City Clerk <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Bill Blesener <br />Mr. Joel R. Hanson <br />Mr. Tom Fischer <br />Ms. Kathy Glanzer <br />Acting Mayor Montour noted that the purpose of this evening's workshop is to <br />review the City Administrator's 2014 performance. He noted the <br />accomplishments listing that was submitted by the City Administrator. <br />The Council utilized a standard performance appraisal form as a guideline in <br />rating the Administrator's 2014 performance. With regard to Organizational <br />Management, the Council agreed that the Administrator exceeds expectations. <br />Montour noted that the Administrator is well -organized and that the City <br />operates with minimal staff. There was discussion about future staffing changes <br />with the City Clerk retiring at the end of 2015 as well as the potential for the <br />retirement of the Parks & Recreation Director. It was noted that there will need <br />to be workshops held over the course of 2015 to plan for these changes. <br />With regard to Fiscal/Business Management, the consensus was that the <br />Administrator exceeds expectations. McGraw noted that the Administrator <br />keeps the Council well informed. Keis asked that the Fire Department submit a <br />detailed budget document to the City as they had done in the past. Montour <br />asked that when City staff has agenda reports meriting discussion at the meeting, <br />that those staff members be in attendance to present their reports. Montour felt <br />it beneficial for property owners to see City staff's participation in the process. <br />The Council agreed. <br />
