MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2014 <br />Relationship with Mayor/Council was next discussed with the Council agreeing <br />that this area exceeded expectations. Montour noted that the Council's schedule <br />has been busy with workshop meetings this year, but noted the periodic <br />Information Update meetings that have not been held for a while. The <br />Administrator reported that he is having some planning discussions with the <br />Mayor -Elect and some suggestions will be brought forward for Council <br />consideration. <br />With regard to Long Range Planning, Keis indicated that the City has not taken <br />this type of planning as far as he would like. McGraw agreed and stated that it <br />was his feeling that not enough time is spent on visualizing where the City <br />should be. The Administrator reported on the peer review group that he is a part <br />of which is facilitated by Craig Rapp. He noted that he and Mayor -Elect Keis <br />will be meeting with Rapp this Friday to discuss facilitation of a goal setting <br />session in 2015 that would take a different approach from previous goal setting <br />sessions. A recommendation will be brought to the Council. The Administrator <br />also reported that as part of the MN Pass Phase II project, the University of MN <br />has done some redevelopment planning for the area which was just reviewed <br />with him. He indicated that it would be his recommendation that a Council <br />workshop meeting be held during the first quarter of 2015 to review this <br />information. <br />Relationship with Public/Public Relations was discussed with the Council <br />indicating that they receive no negative feedback from property owners about <br />City staff. Montour indicated that he felt the City's newsletter was of high- <br />quality and indicated that he receives many positive comments about it. <br />Intergovernmental Relations was discussed with Montour noting the partnership <br />that the City Administrator is working on with Ramsey County relative to the <br />improvement of Centerville Road. McGraw acknowledged the Administrator's <br />role in obtaining State funding for upgrades necessary in order to establish quiet <br />zones at railroad crossings. He also felt that the Administrator's involvement <br />with the League of MN Cities Insurance Trust beneficial to the City and fostered <br />a positive image for Little Canada. The Administrator indicated that it was the <br />City's legislators that proposed the legislation that was passed providing funding <br />for railroad crossing upgrades, and pointed out that some adjustment to that <br />legislature will be necessary in the next session. <br />With regard to Professional/Personal Development, McGraw felt that the <br />Administrator fostered a calm and professional office environment at City Hall. <br />Keis noted the City Managers' Conference the Administrator attends as well as <br />his involvement in the peer group facilitated by Craig Rapp. Boss commented <br />on the Administrator's attendance at various community functions and felt that <br />property owners appreciated that visibility. <br />2 <br />
