total costs for the project totaled $126,961.20 less the $50,000.00 reimbursement from
MnDot for a City share of $76,961.20.
Response: MnDOT acknowledges the City investment of $76,961.20 for upgrades to the Little Canada
Road Bridge In 2010, MnDOT is unable to make a direct reirnbursement to the City for those
costs. in discussions, MnDOT will work with Ramsey County on participation in an
upcoming cooperative construction agreement project or projects. The Intent is to have
MnDOT cost participation equal to or greater than the $76,961.20. One possible
opportunity is addressed in Item 12.
Item 4: Repaint all wooden sound barrier and concrete retaining walls installed as part of the
Unweave the Weave project within the City of Little Canada by no later than October
15th, 2013. The paint on these walls started peeling within the first year. We have been
told that the reason this Is occurring Is due to faulty specifications that required pressure
washing the walls before painting. This added moisture has resulted in the premature
paint failure. The failure of the paint creates a negative impression of our community
and needs to be corrected now. Little Canada should not have to waft while MnDot finds
another funding source to address this type of problem. (We have been assured that that
a contract for this work will be let before June 30, 2013. With appropriate
documentation, this item can be removed from the listing.)
Response: MnDOT has programmed State Project Number 6280-379 with a let date of April 26, 2013
for repainting the walls constructed as part of the Unweave the Weave project. Work will
be completed during the 2013 construction season. MnDOT will inspect and determine if
there Is problem with the retaining wall surfacing. At this time, we feel the staining
reported is due to salt spray and not poor surface treatment.
Item 5: Coordinate sound barrier construction at Little Canada Road & I -35E southbound on ramp
to meet opposing concerns of Gopher Electronics and residential properties in that
neighborhood.
Response: On January 9, 2013 n meeting was held at City Hall for coordination of the noise harder
location and height. In attendance were neighborhood residents and the owners of Gopher
Electronics and Clark Gas Station. It has been resolved the noise barrier will start
perpendicular to the south building wall of the Clark Gas Station for crime prevention
visibility. The height at this location will be six feet. As the noise barrier continues south,
the height of the barrier will Incrementally increase In two foot Increments with the
controlling point being the south wall of Gopher Electronics at which the twenty foot barrier
height begins to transition to the six foot height. A drawing depicting the transition and
location is attached.
Item 6: Evaluate the source and potential removal of the sand plume from northeast corner of
Savage Lake where it Is believed an old MnDot storm sewer pipe discharged. Input from
the Minnesota Department of Natural Resources will be considered in determining
whether removal shall occur or not assuming it discharged from MnDot's pipe.
An Equal Opportunity Employer
6
