Hanson
With the second phase of MnPass to be forthcoming, we have a workshop scheduled with Mr.
Dale Gade, MnDot North Area Engineer. This workshop is scheduled for 6:00 p.m. immediately
prior to Wednesday's Council meeting.
Phase II of MnPass will have minimal construction impacts on Little Canada. However, this
may be an opportunity to address outstanding issues from prior projects. To that encs, I have
attached the Municipal Consent from the MnPass Phase I project and an update to the memo last
fall discussion Phase II (updates in red). Also attached is an e-mail from Mr. Gade that updates
MnDot's position on a number of these items based on a meeting staff had with him in
December. Lastly, I have attached the key information regarding the Municipal Consent process
for your review.
One issue of note is the repainting of the sound barrier walls. That is being programmed for this
summer. However, the city expected the concrete retaining wall to be repainted as well given the
staining that exists. This was of particular concern to former Mayor Blesener. MnDot has
recently stated that this wasn't being included in the repainting project. Our Phase I municipal
consent clearly stated that it was our expectation it would be. This likely warrants some
discussion with Mr. Gade.
It should also be noted that Mr. Gade was not a party to our Phase I discussions. In my short
time dealing with him, he has been knowledgeable and responsive. I am hopeful he is willing to
work with us to resolve these outstanding issues.
If the Council has other issues of concern such as placement of materials or construction
processes, this would be a good time to discuss them. However, in staffs conversations, it
doesn't appear this will be an issue with Phase II. (Phase I in 2015 could be another matter.)
1
