CITY OF LITTLE CANADA <br />RESOLUTION #2013-2-21 <br />LAYOUT APPROVAL — MUNICIPAL CONSENT <br />I -35E MNPASS PROJECT # S.P. 6280-367 <br />WHEREAS, the Commissioner of Transportation has prepared a layout for improvements to <br />I -35E from Maryland to Little Canada Road within the Cities of St. Paul, Maplewood, and Little <br />Canada and seeks approval thereof; and <br />WHEREAS, said layout is on file in the Minnesota Department of Transportation office located <br />at 1500 County Road 132, Roseville, Minnesota, being marked, labeled, and identified as Layout <br />No. 1A S.P. 6280-367 from Maryland to Little Canada Road; and <br />WHEREAS, MnDot has agreed to remove brush from the fencing along Country Drive and the <br />planting areas along Country Drive from the Waterworks Right -of -Way to Little Canada Road as <br />evidenced by the letter from Wayne Norris dated February 12, 2013 and attached hereto as <br />Exhibit A; and <br />WHEREAS, MnDot has agreed to indirectly provide reimbursement to the City for its cost to <br />upgrade the Little Canada Road Bridge in 2010. The reimbursement to the City will be <br />accomplished by MnDot paying for $76,961.20 in additional costs for Ramsey County that will <br />be part of a future cooperative agreement. It is to be understood that Ramsey County will then <br />provide an equal credit to the City for costs the City would have incurred on a 2013 Ramsey <br />County/Little Canada project. <br />WHEREAS, MnDot has agreed to provide the City the opportunity, in association with MnDot's <br />work on the existing storm sewer pipes traversing Country Drive and 135-E, to address necessary <br />repairs to the City's 15" storm sewer inlet on Country Drive to eliminate the cause of the <br />sinkhole in this area with the cost associated with this work to be the City's responsibility as <br />evidenced by Exhibit A; and <br />WHEREAS, MnDot has agreed via State Project #6280-379 to repaint all wooden sound barrier <br />and concrete retaining walls installed as part of the Unweave the Weave project within the City <br />of'Little Canada by no later than October 15'x', 2013 Exhibit A; and <br />WHEREAS, MnDot has agreed Coordinate sound barrier construction at Little Canada Road & <br />1-35E southbound on ramp to meet differing concerns Australian Avenue area residents and that <br />of Gopher Electronics and the Clark gas station with the design as indicated by Exhibit A; and <br />WHEREAS, MnDot has agreed to provide $100,000 of additional landscaping funds that can be <br />used to provide for the installation of a visual barrier from south end of existing sound barrier <br />wall on the east side of I -35E to a line that would intersect with MeMenemy Avenue. The <br />additional $100,000 will not reduce the standard ($200,000) landscaping allotment available to <br />the overall project area nor limit other landscaping work that will take place in Little Canada. <br />MnDot shall coordinate this effort with the City and neighborhood to ensure plantings are <br />significant and feasible in the designated area.
