Proposal <br />The following describes in detail the strategic planning process proposed for the City of Little <br />Canada. An optional session to assist the staff with strategy implementation has also been <br />provided, as well as an optional session to deliver Governance/Team-building training with <br />the Council. <br />Session #i Examine the Environment --SWOT Analysis, identify. Strategic Priorities, Develop <br />Key Outcome Indicators— 3. hour meeting< The first session will be dedicated to examining <br />the internal and external environment within which the City operates. A facilitated process <br />using information generated by a SWOT questionnaire filled out in advance by the City <br />Council, City Administrator and senior staff will yield a set of 4-6 strategic priorities. A review <br />of the organizations culture and value proposition will also occur- supported by the results of <br />a brief questionnaire administered to the group. The culture and value proposition discussion <br />will include a review of mission, vision and value concepts. The group will begin the process <br />of developing Key Outcome Indicators <br />a. Develop and distribute SWOT questionnaire <br />b. Review and compile questionnaire results <br />c. Facilitate session <br />d. Summarize results- prepare agenda materials <br />e. Incorporate results into follow-up session <br />Session #2 -. Establish Key Outcome indicators; Identify Strategic Initiatives- 4.5 hour meeting <br />The second session will be dedicated to finalizing development of Key Outcome Indicators, <br />including the creation of outcomes, targets and measures. An initial list of strategic initiatives <br />will be developed, which will reflect the specific projects to be undertaken. <br />a. Prepare background materials <br />b. Review previous session discussion/results <br />c. Discuss plans/documents with City Administrator <br />d. Facilitate session <br />e. Summarize results <br />Optional Session - Develop Strategic Initiative. Action Plans.- 3 hour meeting This session <br />will be conducted with the management staff and will focus exclusively on finalizing the <br />strategic initiatives and creating detailed action plans for each strategic priority, in line with <br />the Key Outcome Indicators. Action plans need to be developed in sufficient detail to <br />establish accountability and make the effort real. The session will include a review of the <br />strategic planning process to provide guidance on the development of effective plans. <br />a. Meetings with City Administrator <br />b.
