3. Any restriping of the roadway segments to accommodate additional traffic during the
MnPass Project will require MnDot to restripe the existing roadway and to re-establish
the pavement condition to a level equal to or better than existed prior to the restriping.
4. MnDot is required to provide adequate traffic modeling and project staging/phasing on
the State Highway system and the local system. The City Council will be advised of
the findings of the modeling and staging/phasing prior to construction. The City may
have input pertaining to the MnPass project traffic modeling and project
staging/phasing and it may be necessary for MnDot to change the project or project
phasing to address the concerns of the impacted cities and/or the County. The City wilt
be concerned that access by our residents and businesses to the interstate system is not
unduly restricted during the project. If determined by the City or County it may be
necessary for MnDot to provide temporary traffic control on local routes by either
installing temporary signals, stop signs or to arrange for law enforcement to direct
traffic during peak periods during phases of the project at MnDot cost.
5. If signal systems or signage on local routes need to be modified to accommodate
changes to the roadway configuration, MnDot will be responsible to pay for these
changes and to return thein to their original condition. As agreed to by the local
agency and MnDot, modifications may be made permanent or returned to their
condition prior to the MnPass project at the completion of the project.
6. MnDot is to provide active support and outreach to Little Canada businesses and
residents during the construction project. At a minimum, this encompasses timely
construction updates and advance notification of traffic changes and detour routes.
7. The City reserves the right to add any additional items in the Memorandum of
Understanding prior to execution for issues that arise during the design of the project in
order to protect the interests of the City, County or the general public.
NOW THEREFORE BE IT RESOLVED that said layout for the MnPass improvements within
the interstate 35-E corridor and within the corporate limits of the City of Little Canada are
hereby approved subject to the following conditions:
Adopted this 13th day of February, 2013
Attest 2 /
anson, City Administrator
Ric' ontour,
4
r, cling
