WHEREAS, affected Little Canada residents have asked that the proposed sound barrier on the <br />west side of I -35E located south of the existing wall located between Demont Avenue and <br />County Road 132 be eliminated from this project. In lieu of this wall, MnDot shall install an <br />evergreen planting arrangement with appropriate density consisting of evergreens of at least 10 <br />feet in height. Additional planting materials should also be used to supplement the evergreens to <br />help create a visual screen for those residents that would have benefited from the construction of <br />the proposed wall that is being deleted. The final landscape plan is to be approved by consensus <br />of the impacted residents and the City. Funding for this work shall be accomplished by use of <br />the additional allocation of $100,000 noted in the previous "whereas" clause and it will not <br />reduce landscaping available to the overall project area nor limit other landscaping work that will <br />take place in Little Canada. This agreement is evidenced by Exhibit A; and <br />WHEREAS, Little Canada will be provided with three percent (3%) sound barrier enhancement <br />money based on the costs of sound barriers constructed in our community as part of this project. <br />Little Canada will work with MnDot on the specific enhancements to be implemented. <br />WHEREAS, MnDot will evaluate noise sources and noise reduction options in the area of the <br />Unweave the Weave flyover bridge that impacts the Twin Lake area neighborhood in Little <br />Canada, as evidenced by Exhibit A; and <br />WHEREAS, MnDot will be responsible for the cost of installation of pedestrian ramps on the <br />east side of the Little Canada Road Bridge subject to Ramsey County agreeing to install an east <br />bound left tum lane onto north bound 1-35E including all related lane striping and traffic signal <br />modifications. This will be part of a cooperative agreement between MnDot and Ramsey <br />County, and is evidenced by Exhibit A; and <br />WHEREAS, MnDot will enter into a Memorandum of Understanding with the City to <br />cooperatively address local concerns not specifically addressed in the project layout including, <br />but not necessarily limited to those items identified as follows: <br />1. The City and Ramsey County will determine pavement degradation on the alternate <br />City and County routes that the traveling public will utilize during MnPass <br />construction. Deterioration of the pavement condition caused by increased traffic <br />diverted by the MnPass project to the local system will be determined by the local <br />agencies in accordance with their pavement management programs. A reasonable <br />remediation to the local system deterioration caused by increased traffic volumes and <br />pavement degradation and changed striping of the roadway segments shall be part of <br />the Memorandum of Understanding. The determined deterioration on the local system <br />will be negotiated in good faith by all parties involved. <br />2. The City and/or Ramsey County will require signal timing changes as necessary on <br />local routes to improve travel times and reduce delays as all parties agree. Timing <br />plans will need to be developed and approved by the local agencies at MnDot's <br />expense. Signal timing after the project will return to the original signal timing that <br />existed prior to the MnPass project or as modified by the local agency; with MnDot <br />responsible for the costs in re-establishing timing patterns. <br />3 <br />
