515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (65 1) 766-4048
www.ci.1i1tle-canada.mn.us
MEMORANDUM
TO: Mayor Keis & Members of City Council
FROM: Bill Dircks, Public Works Superintendent
DATE: January 13, 2015
RE: MNPASS Retaining Wall / Noise Wall Work
MAYOR
John Keis
COUNCIL
Rick Montour
Michael McGraw
Tom Fischer
Christian Torkelson
ADMINISTRATOR
Joel R. Hanson
Phase two of the MNPASS project will commence later on this year and MNDOT and its
contractor, Ames Construction, are attempting to get some preliminary work done in
order to speed up the project. One of the activities it needs to complete is the
construction of a soldier pile retaining wall along Canabury Drive at County Road B2 and
the continuation of the noise wall around the curve to Nature Way. This work is being
proposed for mid-to-late February. The wall is necessary to support the additional lane
they are constructing on 35E. MNDOT right-of-way extends all the way to the east curb
line of Canabury Drive so the wall will be entirely in MNDOT right-of-way.
Unfortunately, a large crane is necessary to drive the pile and there isn't any room
between the existing noise wall and Canabury Drive to fit the crane. Therefore, MNDOT
is requesting a full closure of Canabury Drive from County Road B2 to about 700 feet
north of B2. The closure will result in the closure of one driveway entrance for the Grand
Pre apartment complex but all other driveways will remain open.
The wall extends south of County Road B2 along Viking Drive to the eastern entrance of
Nature Way. MNDOT is proposing a one way street condition on Viking Drive south of
County Road B2 since there is a little more room to fit the crane. This will enable the
residents of the townhouses at the corner of Viking Drive and County Road 132 to have
access to their homes. I have attached a map of the proposed traffic changes. As you can
see MNDOT is proposing that cars use Nature Way to turn around. Staff has informed
MNDOT that Nature Way is a private road and they will need to get permission from the
association to have cars turn around using the street. Staff also said that the signage
should be posted on the surrounding roads in a way that will best keep cars from traveling
on Viking Drive and Canabury Drive.
Other issues that are relevant to this discussion include the following:
