In order to build the retaining wall the contractor is going to remove the
bottom portion of the boards on the existing noise wall along Canabury Drive.
The wall height will remain 20 feet tall once the work is completed. Staff
asked the MNDOT project manager if it would be possible to replace the
wood on the existing noise wall that they are impacting. The project manager
said that it is not part of the contract so he would not he asking the contractor
to do that work. It is staff's opinion that the wood on the existing noise walls
throughout the Unweave the Weave project is the reason for the peeling paint
and that if the wood could be replaced as part of the work on MNPASS phase
two then it would help solve the problem of the peeling paint issues at least in
one area. Staff recommends discussing this further with MNDOT
representatives at the workshop.
- MNPASS is a design -build project so the City does not have a plan set for the
project since the contractor designs the project as it goes based on criteria set
by MNDOT. Staff has learned that the contractor was told that some type of
retaining wall was going to be necessary in the Canabury area but the
contractor did not settle on a soldier pile wall until last fall. Staff learned of
the wall on Tuesday, January 13 at a meeting with MNDOT and Ames.
- It is staff's opinion that MNDOT should communicate with all residents and
businesses in the area so they know exactly what is happening and how the
roads will be configured. The work is scheduled to begin in mid-to-late
February and take up to two months. Ames Construction said it should take
2-3 weeks to complete the pile driving operation. Staff informed MNDOT
and Ames that they should do everything they can to tighten the construction
schedule and get the road back to normal operation as soon as possible.
Ames stated that the work would take place Monday through Friday from 7:00
a.m. to 5:00 p.m. and said there would be no overnight work.
Staff has requested that MNDOT provide a contact person for people to call
with questions and concerns.
- A sub -surface drain tile will be included with the soldier pile wall to drain the
water away from the structure. MNDOT has asked to connect that pipe to one
of the City's catch basins on Viking Drive. This should be fine but staff
recommends that MNDOT repair a section of storm pipe off of Country Drive
while they are doing work in the area in exchange for this connection. It was
included in a previous Municipal Consent but has not been completed yet.
