MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2014 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-12-235 —APPROVING THE TAX FORFEIT <br />REPURCHASE APPLICATION MADE BY TCF BANK FOR 2801 <br />COUNTRY DRIVE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />2015 The City Administrator reviewed the City Engineer's report dated <br />IMPROVEMENTS December 11, 2014 relative to the neighborhood meetings recently held <br />for the proposed 2015 Street & Utility hnprovements. These <br />improvements include the following: <br />o Country Drive (from Rice Street to the Railroad tracks) — <br />reconstruction; <br />o South Owasso Blvd. (from Rice Street to Country Drive) — <br />reconstruction; <br />o Centerville Road (from Little Canada Road to 800 feet west <br />of Edgerton Street) — the portion from Little Canada Road <br />to Allen Avenue by reconstruction and the portion from <br />Allen Avenue north to 800 feet west of Edgerton Street by <br />full -depth reclamation and repave. <br />With regard to the Centerville Road project, the City Administrator noted <br />that the City has a verbal commitment from the County Engineer to <br />proceed with this project. The City would proceed with the project and <br />would finance the County's portion of the costs for a 2 to 5 year period. <br />He noted that the improvement of Centerville Road has been needed for <br />many years and is not currently in the County's five-year plan. The City <br />undertaking this project, with the County's commitment to repay their <br />portion of the costs, will meet the City's long-term objectives for this area. <br />The City Administrator reported that at the neighborhood meetings for <br />these proposed improvements, there was general support from the <br />impacted property owners. It was pointed out, however, that the meetings <br />were not heavily attended. <br />The Administrator recommended that the Council authorize the City <br />Engineer to proceed with feasibility reports for these improvements. This <br />will result in better information on project needs and better cost estimates. <br />The Administrator noted that the risk would be if the County does not <br />agree to cost participation in the Centerville Road improvement, the City <br />17 <br />
