MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2014 <br />recommendations of the City Planner as outlined in his December 5, 2014 <br />report. <br />The City Planner reviewed his December 5, 2014 report relative to the <br />request to rezone 477 Little Canada Road (the former Norm's Tires <br />property) from B-2 Auto -Oriented Business District to B-3 General <br />Business District. The Planner noted that the B-2 District allows for auto - <br />related uses, while B-3 District allows retail and commercial service uses <br />other than auto -related. The Planner reported that the applicant is <br />proposing to operate a catering business from this property, which is a <br />permitted use in B-3. The applicant is proposing that the catering business <br />would occupy the entire building, only internal building modifications are <br />proposed, and the business will have 30+ employees. General business <br />hours would be adhered to with the exception of early morning deliveries <br />and/or pick-ups. The business would operate 7 -days per week. <br />The Planner noted that the City's Comprehensive Plan guides the Little <br />Canada Road area for mixed residential and commercial uses. The Comp <br />Plan also indicates that the B-2 Zoning of this property is acceptable, but <br />notes that there may be other opportunities that may come forward for this <br />property. The Planner indicated that the proposed catering use would be <br />in compliance with Comp Plan objectives for the area. <br />The Planner then explained that the applicant has indicated that she <br />currently has 110 plans to change the exterior of the building. The <br />Planner's report, however, encourages the applicant to consider <br />architectural enhancements to the building as well as a reduction in the <br />amount of paving on the property with the addition of some landscaping. <br />Given that the proposed use is permitted under the B-3 Zoning, the City <br />has no ability to require these improvements, however. The Planner did <br />recommend that the rezoning be subject to restriping of the parking lot and <br />that signage be brought into conformance with the Code. <br />Molly Behymer, Creative Catering, appeared before the Council relative <br />to her request for the rezoning of 477 Little Canada Road to B-3 District <br />so that she could operate a catering business from this location. Behymer <br />reported that she would be doing food production for the airport and the <br />Armark facility. Behymer reported that the interior of the facility will be <br />remodeled to include a kitchen and a large walk-in cooler as well as a <br />couple of offices. <br />Montour asked if there would be any parking issues on the site. The <br />Planner reported that there is plenty of parking to accommodate the use. <br />McGraw asked if Behymer owned any trucks. Behymer reported that she <br />has two vehicles that would be parked indoors at night. There will be food <br />2 <br />
