MINUTES CITY COUNCIL DECEMBER 15, 2014 recommendations of the City Planner as outlined in his December 5, 2014 report. The City Planner reviewed his December 5, 2014 report relative to the request to rezone 477 Little Canada Road (the former Norm's Tires property) from B-2 Auto -Oriented Business District to B-3 General Business District. The Planner noted that the B-2 District allows for auto - related uses, while B-3 District allows retail and commercial service uses other than auto -related. The Planner reported that the applicant is proposing to operate a catering business from this property, which is a permitted use in B-3. The applicant is proposing that the catering business would occupy the entire building, only internal building modifications are proposed, and the business will have 30+ employees. General business hours would be adhered to with the exception of early morning deliveries and/or pick-ups. The business would operate 7 -days per week. The Planner noted that the City's Comprehensive Plan guides the Little Canada Road area for mixed residential and commercial uses. The Comp Plan also indicates that the B-2 Zoning of this property is acceptable, but notes that there may be other opportunities that may come forward for this property. The Planner indicated that the proposed catering use would be in compliance with Comp Plan objectives for the area. The Planner then explained that the applicant has indicated that she currently has 110 plans to change the exterior of the building. The Planner's report, however, encourages the applicant to consider architectural enhancements to the building as well as a reduction in the amount of paving on the property with the addition of some landscaping. Given that the proposed use is permitted under the B-3 Zoning, the City has no ability to require these improvements, however. The Planner did recommend that the rezoning be subject to restriping of the parking lot and that signage be brought into conformance with the Code. Molly Behymer, Creative Catering, appeared before the Council relative to her request for the rezoning of 477 Little Canada Road to B-3 District so that she could operate a catering business from this location. Behymer reported that she would be doing food production for the airport and the Armark facility. Behymer reported that the interior of the facility will be remodeled to include a kitchen and a large walk-in cooler as well as a couple of offices. Montour asked if there would be any parking issues on the site. The Planner reported that there is plenty of parking to accommodate the use. McGraw asked if Behymer owned any trucks. Behymer reported that she has two vehicles that would be parked indoors at night. There will be food 2
