MINUTES
CITY COUNCIL
DECEMBER 15, 2014
service delivery and pick-ups at the site as well as bread deliveries. The
hours of operation would be 6 a.m. to 7 p.m. with staggered employee
shifts. Food deliveries would usually occur by 7 a.m. with bread
deliveries earlier. Airport food pick up would occur between 1 a.m. and 2
a.m. Drivers would have access to the facility to gain entry to pick u food.
Any employee would not need to be on the premises at that time. Keis
asked if a business expansion was planned. Behymer reported that she
may add more employees but was not planning to add a third shift.
McGraw asked Creative Catering's current location. Behymer reported
that she has one location in Arden Hills and one in Shoreview and would
combine these into the Little Canada location.
Montour asked about signage. Behymer reported that she would bring the
signage into compliance. She also indicated that she did not have a great
need for signage for her business and would likely have a sign that would
face Little Canada Road. The Planner noted that a sign permit would
likely be requested as a part of a building permit request for the interior
modifications.
Montour asked Behymer's timeframe. Behymer reported that once the
City approves the rezoning and they close on the property, construction on
the interior would begin right away. She estimated a 6 to 9 month build-
out. Behymer reported that her business is Department of Agriculture
certified and that there would be a health inspector on the site every day.
Montour asked about exterior improvements, pointing out the high
visibility of this property. Behymer stated that exterior improvements
may be possible in the future.
There was no one from the general public wishing to comment on this
matter.
Upon motion by McGraw, seconded by Keis, the public hearing was
closed.
Keis introduced the following resolution and moved its adoption:
RESOLUTION NO. 2014-12-222 —APPROVING THE REZONING OF
477 LITTLE CANADA ROAD FROM AUTO -ORIENTED BUSINESS
(B-2) DISTRICT TO GENERAL BUSINESS (B-3) DISTRICT
SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS
OF THE CITY PLANNER AS OUTLINED IN HIS DECEMBER 5,
2014 REPORT
3
