MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2014 <br />2015 <br />BUDGET <br />There was no one from the public present wishing to comment on this <br />matter. <br />Upon motion by Montour, seconded by McGraw, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-12-224 — APPROVING THE ISSUANCE OF <br />THE FOLLOWING LICENSES AS RECOMMENDED BY THE CITY <br />CLERK FOR THE LICENSE PERIOD JANUARY 1, 2015 THROUGH <br />DECEMBER 31, 2015: <br />Pawn Brokers License — <br />Lincoln Pawn & Jewelry <br />Second Hand Goods Dealers Licenses — <br />Lincoln Pawn & Jewelry <br />Christian Life Ministries <br />Joe's Sporting Goods <br />Quality Furniture <br />Planet Thrift <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour opened the Public Hearing to consider adoption of the City's <br />2015 Budget. <br />The City Administrator welcomed everyone to the City's 2015 Budget and <br />Tax Levy presentation and began by reviewing the taxing jurisdictions that <br />make up property taxes in Little Canada. These include the City, School <br />District (623 or 624), Ramsey County, and Special Taxing Jurisdictions, <br />which include the Metropolitan Council, Metropolitan Mosquito Control <br />Regional Rail Authority, and Ramsey/Washington Metro Watershed <br />District. <br />The Administrator then reviewed the key budget objectives focused on by <br />the City Council and staff in setting the City's budget. These are: <br />Balance the General Fund; <br />Eliminate General Fund reliance on Local Government Aid; <br />Maintain services and programs; <br />6 <br />
