MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2014 <br />community services (12%), public works (11%), and infrastructure <br />improvements (6%). For residential properties with no valuation change, <br />property owners will see a 1.99% decrease in their property taxes given <br />the corresponding decrease in the City's tax capacity rate caused by <br />growth of the tax base. Residential properties with a 5% valuation <br />increase will see a 2.91% increase, and residential properties with a 10% <br />valuation increase will see a 7.81% increase. With regard to the 2015 total <br />property tax distribution on a median valued home, the County accounts <br />for 49.82% of the tax bill, the City 26.15%, School District 14.54%, and <br />miscellaneous jurisdictions 9.49%. <br />In looking at what next year will bring, the City Administrator reported <br />that the new maintenance building will be opening and the City will have <br />the impact of operating costs for this facility. There could be changes in <br />Local Government Aids (LGA); the Pinetree Pond project will be <br />completed, therefore, building permit revenue from this development will <br />end; the City will consider the sale of the old Public Works Building; <br />redevelopment of the Owasso/Woodlyn area may move forward; and there <br />will be the need to plan for staffing changes. <br />The Administrator concluded his presentation indicating that the 2015 <br />Budget will be posted on the City's website. He noted that this <br />presentation is also available for viewing at www.ctv15.org. He <br />indicated that if property owners have any questions, they can contact City <br />staff. <br />Montour asked if there was anyone from the general public present <br />wishing to continent on the proposed 2015 Budget. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Boss, seconded by Montour, the public hearing was <br />closed. <br />McGraw pointed out the tax rankings of Ramsey County cities noting the <br />impact that LGA would have on that ranking if these cities used most or <br />all of their LGA to buy down the levy. The City Administrator pointed <br />out that there are many cities that receive more LGA than Little Canada <br />and there are cities that receive no LGA. He indicated that most cities try <br />to minimize their General Fund dependence on LGA given the volatility <br />of these funds. <br />8 <br />
