MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 28, 2015 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 28th day of <br />January, 2015 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. John Keis <br />Council Member Mr. Tom Fischer <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />Council Member Mr. Christian Torkelson <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />SEH Mr. Dave McKenzie <br />City Clerk Ms. Kathy Glanzer <br />QUIET The purpose of tonight's workshop meeting is to provide an update on <br />ZONE the status of the process to create railroad quiet zones within the City. The <br />UPDATE City Administrator reported that Representative Isaacson, Dave <br />McKenzie, representatives from the City of Shoreview, and he recently <br />met with MN DOT on the quiet zone issue. He noted that there have been <br />some challenging issues relative to the use of State funding for crossing <br />improvements on County roads and railroad property that needed to be <br />resolved with MN DOT. The Administrator also indicated that an issue <br />for Council discussion this evening is whether or not the Council wants to <br />pursue the closure of Woodlyn Avenue and eliminate that railroad <br />crossing. <br />McKenzie reported that he has been working with MN DOT for the past <br />several months to resolve two issues. The first is MN DOT's <br />interpretation that the cost of railroad crossing improvements on County <br />roads cannot be paid for from State dollars because the County was not <br />named in the legislation. The second is that the crossing improvements <br />must be on public property and not railway property in order to be paid for <br />from State dollars. McKenzie reported that he informed MN DOT of a <br />provision in the State Constitution that says State dollars can be used for <br />railroad improvements. Therefore, the cost of work on County road and <br />within the railroad right-of-way would be eligible to be paid from the State <br />bond dollars.
