MINUTES <br />CITY COUNCIL <br />JANUARY 28, 2015 <br />McKenzie pointed out that if the Woodlyn crossing is upgraded at this <br />time and Woodlyn closed in the future, it may be possible to recoup some <br />of the equipment costs by reselling that equipment. He also noted that the <br />railroad would likely provide some funds if Woodlyn Avenue were closed. <br />The Administrator noted that the estimated costs of the Woodlyn crossing <br />upgrade is $275,000, with McKenzie thinking that 20% to 30% of the <br />costs could be recouped. The Administrator pointed out there would also <br />be costs associated with the removal of the signals. <br />The Administrator asked if the Council felt another meeting should be <br />held with the Woodlyn businesses to discuss the possible street closing. <br />He noted, however, that he did not believe the businesses' position will <br />have changed. McGraw suggested that Woodlyn be left open at this time. <br />He asked if a new access road would come in from South Owasso Blvd. <br />and end in a cul-de-sac, or would it connect to Woodlyn. The <br />Administrator indicated that either was an option. He also noted that there <br />is a pipeline through the redevelopment area that will have to be dealt <br />with. <br />The City Engineer pointed out that the majority of Woodlyn Avenue <br />consists of a 40 -foot right-of-way. The section from Rice Street to the <br />railroad tracks consists of two lanes, but the east of the railroad tracks <br />there is a lot of encroachment that is occurring. <br />Torkelson asked if a new road improvement in this area would utilize Soo <br />Lane. The Engineer did not believe so as the turning movement that <br />would result would be difficult for the truck traffic in this area. <br />There was discussion of the encroachment issues that are occurring on <br />both the street and railroad rights-of-way. These issues will need to be <br />dealt with when a new access is put through the redevelopment area and a <br />decision is made on whether or not to retain Woodlyn Avenue. The <br />Engineer also pointed out that if Woodlyn Avenue is improved through a <br />mill and overlay, current requirements would not trigger storm water <br />improvements. If those improvements are required, it will be difficult to <br />find an area to put them. <br />Torkelson asked if the preferred plan was to have a new road from South <br />Owasso Blvd. terminate in a cul-de-sac. The Administrator replied that <br />that was correct with the cul-de-sac being located somewhere along <br />Woodlyn. The City Engineer indicated that it would depend on how many <br />users there are in the redevelopment area. Fischer asked if there would be <br />any issues with emergency vehicle access. The Administrator indicated <br />that in some ways this access would be enhanced, noting difficulties with <br />access when trains are running across Woodlyn Avenue. <br />5 <br />
